In this passage, Hornbeck is some what mocking Hillsboro. In the Bible, the city of Sodom and Gomorrah were destroyed by God because of there sins. He is referring Cleveland to Sodom and Gomorrah. Hornbeck is comparing Hillsboro to Cleveland. Cleveland is considered bad to Hillsboro because Cleveland doesn't believe in the same ideas of Hillsboro. Hornbeck sarcastically says that he wants them to read a newspaper from Cleveland.
